Most Arabs appear to be clueless about what a democracy actually is. Having elections - especially only one time - doesn't make you a democracy; having a change of government, without guns, without the death or exile of the curent leader, does. (Elections are just part of the mechanism - the political technology. An observable epiphenomenon often mistaken for causal.) That's something no Arab nation now has - Lebanon did, once, back when it was multiethnic, before the Palestinians moved in and poisoned the place - and yet it's exactly what Bush's speech called for.
